Text for “-Cart” when going away and delaying shipments

Attention: All orders placed after Noon Tuesday (May15^th) to Sunday (May 20^th) will not be shipped until Monday (May 31st).

Add this text to the “-Cart” page and place ABOVE the “-Cart” command. Also make this change to DCI.
